   Nonetheless, the new rules may have a similar cumulative effect – scaring away hundreds of thousands of jobs and billions in investments, bankrupting businesses big and small, depressing the economy for a decade and reigniting Western alienation.
   That kind of uncertainty will ward off any investor thinking of a new oilsands plant or a new pipeline. Would you risk $15 billion of your money on a pipeline or refinery if you knew it could take up to three years to get a green light just to begin construction, and if a politician could kill your project based on the electoral whim of the time?
  The new regulations also make pipeline builders responsible for all the emissions associated with the carbon products the pipes carry – not just the emissions from operating the pipeline, but for all the emissions associated with extracting fossil fuels and all the emissions generated by refining and consuming them.
