NEW AGREEMENT ON CUSTOMS CLEARANCE
The change is meant to open the Canada/U.S. border to legitimate travelers following a decline in land travel after the 9/11 terrorist attacks affected border rules.
I heard it is still a lot easier to cross down Tijuana way.
