I have two comments. First of all, Is there anything necessarily wrong with a 20 or 30 percent failure rate? And secondly, was the exam reviewed for its suitability for Canadian nursing students before it was adopted? I suspect it was, but the author just "forgot" to look that part up. Never let the whole truth get in the way of your narrative.
