The real cash purchases are made in the black market anyway. It doesn't matter what limit is put on cash purchases if you have an understanding between buyer and vender...... no bill, no tax paid. Also, in France, citizens need to save money where they can so they'll be able to bribe the appropriate public officials as the need arises.
