Defense Minister Anita Anand gave the only answer possible in the circumstances. “The government is prepared for any eventuality,” she said, referring to working with the Americans on NORAD modernization.
Deterrence relies on a credible deterrent, and, as the CBC’s Murray Brewster noted, the Canadian Army has no air defenses to keep soldiers safe from aerial attack; its aging jets would be vulnerable to Russia’s air defense system; and the navy has no supply ships that can operate in a war zone. Budget documents suggest only 65 per cent of army equipment and vehicles are serviceable and just 60 per cent of the air fleet is operational.
