I have this theory that government planners can be picked out in Kindergarten by their delayed development. They only want to draw red circles on white paper, and their vocabulary is restricted to "no, can't, won't and shouldn't".

...and you'll find their facilitators at every all-candidates debate in an election run-up yelling "we need new legislation to stop/help [insert leftist self-interest issue here] ..."
